Punjab Disability Schemes

Under the Punjab Disability Schemes, grant-in-aid is provided to voluntary organizations working for the welfare of Persons with Disability. Under the scheme, grant is given to NGOs for providing the necessary services for rehabilitation of Persons with Disability including education.

The NGOs provide artificial limbs and run the schools for blind, mentally retarded, Deaf & Dumb children.

Under the scheme, the Voluntary Organization/Non-Govt. organizations are eligible to get grant-in-aid ifL-

•     These organizations are registered under Societies Registration Act 1860.

•     Any company which is established as per section 25 of the Companies Act 1958.

•     These institutions should have working experience of two years in this field.

•    These institutions should have constituted Managing Body.

Under the scheme, financial assistance is provided to NGOs.

Method of application

The voluntary organization can apply online on the website of Ministry of Social Justice and Empowerment through URL http://ngograntsje.gov.in.  The District Social Security Officer would inspect these cases and

Recommend them to Head Office. These cases are sent to Government of India through Online mode after approval of Central Grant-in-Aid Committee. The Government of India provides grant directly to Voluntary Organizations.

ASSISTANCE TO DISABLE PERSONS FOR PURCHASE OF FITTING OF AID APPLIANCES (ADIP SCHEME)

The objective of this Punjab Disability Schemes is to provide good quality prosthetics and assistive devices to disabled persons through Voluntary Organizations. These assistive devices help to reduce the dependency of disabled persons and to enhance their Social, mental, Economic and Physical capabilities. Under this Scheme, free prosthetic devices are provided to those disabled persons, who suffer from 40% disability and has monthly income below Rs. 20,000 P.M.

Under the scheme the Voluntary Organization/Non-Govt. Organization are eligible to get grant-in-aid if

DISTRICT DISABILITY AND REHABILITATION CENTRE

District Disability & Rehabilitation Centres are set up as an outreach activity of the Department for providing comprehensive rehabilitation services to PWDs at grass root level. Each DDRC is run by DMT-District Management Team headed by concerned Deputy Commission comprising of representative of Department of Health, Social Security, PRIs and one expert in the field of Disability Rehabilitation Punjab Disability Schemes. A DDRC will consist of 10 staff members who are paid Honorarium. It will be set up in minimum 150 Sq Metre. Generally, District Red Cross Society is preferred to run DDRC.

 

The objective of DDRC is to conduct survey & identify persons with disability in districts, awareness generation, assessment of need of assistive devices and their fitment, follow up/repair of assistive devices, facilitation of Disability Certificate, bus passes & other facilities/concession for PWDs including therapeutic services like–Physiotherapy, Occupational therapy, Speech therapy.

Under the scheme, financial assistance is provided to District Disability and Rehabilitation Centre.

Method of Application& Sanction of grant

As per Punjab Disability Schemes-DDRC Scheme , on setting up a DDRC, initial 3 years grant is provided under SIPDA Scheme for which proposals may be submitted by the DDRC with the recommendation of the District Magistrate to this department. Subsequent funding after 3 years to DDRCs is provided under DDRS Scheme for which proposal for grant are required to be sent with State Grant in aid Committee recommendation along with prescribed documents. Proposal for grant-in-aid by District Disability Rehabilitation Centres (DDRCs) whether funded under SIPDA scheme or under DDRS scheme of this Department is to be submitted offline.

SEHYOG (HALF WAY HOME)- A HOME FOR PERSONS SUFFERING FROM MENTAL ILLNESS.

The State Govt is running 4 Homes namely SEHYOG (Half Way Home)- A Home for Persons suffering from Mental Illness at Amritsar, Kapurthala, Ludhiana and Rajpura where the inmates are provided free accommodation , food, health care, recreation and education. The Home at Amritsar and Kapurthala is exclusively for females and the Home at Ludhiana and Rajpura is for males. Each Home is having capacity of 40 inmates.

Mode of Application

The parents/ guardians will apply on the plain paper either to Child Welfare Committee or in the office of District Social Security Officer as the case may be.

Benefits

Free medical aid, legal aid, counseling, free accommodation, food, health care, recreation and education to the inmates whose parents cannot look after them.

Eligibility

1. The income of the parents/guardians of the beneficiary should not exceed Rs. 36,000/- P.A.

2. The age of the beneficiary should not be less than 6 years.

VOCATIONAL REHABILITATION CENTERS

The department is running 03 Vocational Rehabilitation Centres at Ludhiana, Bathinda and Hoshiarpur and a Workshop for Handicapped at Shimlapuri in Ludhiana district to impart training to persons with disabilities in the age group of 18 to 40 yearsin different types of trades like tailoring, cutting, embroidery, typing/stenography .

Rate of Stipend

The trainees are given a Stipend of Rs. 2000/- per month through their Bank Accounts.

Admission

Applications shall be invited from needy candidates  through advertisement in the leading Regional Newspapers during the month of April each year by superintendent of each VRC. The applications will be accepted in the office of the Superintendent of the concerned Home.

Benefits

Training to physically handicapped persons in various trades like weaving, hosiery, tailoring, canning, candle making etc. so as to make them economically self-reliant.

1.    All applicants should have 40% and above disability certificate .

2. The age should be between 18-40 years.

COCHLEAR IMPLANT

Ministry of Social Justice and Empowerment, Government of India provides a grant in aid of Rs. 6 lacs per child for a Cochlear Implant. The surgery is performed in a Postgraduate Institute of Medical Education & Research, Chandigarh, Guru Gobind Singh Medical College Hospital, Faridkot, Punjab and Government Medical College & Hospital, Sector-32, Chandigarh.

Eligibility

1. The age of the child should be less than 5 years.

2. The monthly income of parents/ guardians should be less than Rs. 25,000/-

Method of Application

The parents can give simple application supported with doctor’s recommendation, age proof and income certificate to the concerned District Social Security Officer. This application is recommended by this department to Govt. of India. The Govt. of India accord the sanction, if the application is found in order.

Benefits

Free Cochlear Implant for the children suffering from hearing impairment.

Mode of Payment

The amount of grant is transferred to the hospital performing the surgery. No amount is given to parents/ guardians of the child.

UDID-UNIQUE ID FOR PERSONS WITH DISABILITIES PROJECT

“Unique ID for Persons with Disabilities” Punjab Disability Schemes project is implemented with a view of creating a National Database for PwDs, and to issue a Unique Disability Identity Card to each person with disability. The project will not only encourage transparency, efficiency and ease of delivering the government benefits to the person with disabilities, but also ensure uniformity.

Mode of Application

1.    The Persons with Disabilities can apply online and register themselves on

    www.swavlambancard.gov.in Portal.

2.    The Persons with Disabilities can apply and register from Sewa Kendras, Common Service Centers, Mobile Phones, and Personal Computers with internet facility and through the offices of District Social Security Officers or through then school/college/office.

3. No fees is to be paid at any stage.

Benefits

1.    Persons with Punjab Disability Schemes disabilities would not have to make multiple visits to hospitals to get the medical certificates.

2.    The UDID card will be the single document of identification, verification of the Persons With Disabilities for availing various benefits under different schemes in India.

3.    The UDID Card will also help to know the personal details, qualifications and complete address of the card holder since the QR Code is printed on it.

Method of Supply

1.    The medical certificate will be sent online to the applicant by the Civil Surgeon concerned.

2.    The Unique Identity Card will be sent directly through post to the applicant by the print agency of Government of India.

FINANCIAL ASSISTANCE TO PERSONS WITH DISABILITIES

Under the scheme, financial assistance is granted to blinds, handicapped, deaf and dumb and mentally retarded persons who are unable to earn their livelihood. Handicapped persons who have less than 50% disability will not be eligible for financial assistance. Mentally disabled persons are, however, eligible irrespective of disability. Total annual income should not be more than Rs. 60,000/- including business or rental or interest income.

Rate of pension is Rs. 1500/- per month

Application forms will be available at District Social Security Officer, Child Development Project officer (CDPO), Sewa Kendra, Department Website, SDM Office, Anganwadi Centre, Panchayat & B.D.P.O Office. The verification will be done by CDPO within one month from the date of receiving the application form, after that the pension will be sanction by DSSO.
